The Verkhovna Rada proposes a radical reform of the system of medical examination of drivers

Ukraine still uses the Soviet system of medical examinations of drivers, so the Verkhovna Rada proposed to carry out a radical reform and cancel the paper certificate form No. 083/o. About this it is said in draft law No. 13131.

The document provides for the division of drivers and driver candidates into two groups for medical examinations:

  • The first group is proposed to include people who use vehicles of categories A, A1, A2, AM, B, B1 and VE (motorcycles and passenger cars) exclusively for their own needs, as well as future tractor drivers and those who already have a relevant profession.
  • The second group includes persons who drive transport of categories C, СЕ, С1, С1Е, D, DE, D1 and D1Е (trucks and buses), both for their own needs, and drivers who work for motor carriers or are self-employed carriers.

Instead of a paper certificate, the project proposes to introduce an electronic medical opinion. After passing the medical examination, the driver or driver candidate will receive an electronic opinion on suitability or unfitness to drive the vehicle of the relevant group.

As stated in the explanatory note, the current system of medical examinations was inherited from the USSR and does not meet the modern requirements of digitization and rejection of paper documents. The transition to an electronic medical report will allow to automate the accounting and completely abandon the paper certificate form No. 083/o.

Data on the health status of the driver will be stored in the central database of the ESOZ, which will provide full access to medical information and allow state institutions to exchange information on admission to driving.

We remind you that there are currently 14 categories of driver’s licenses in Ukraine, each of which provides for separate age requirements, training programs and exams for obtaining the right to drive various types of transport.
