The Verkhovna Rada removed from the agenda a scandalous bill on expanding the powers of the National Guard
The Verkhovna Rada withdrew from consideration the scandalous bill No. 10311, which provided for the National Guard to use firearms and tear gas against civilians during mass riots. About this reported Vitaliy Shabunin, chairman of the board of the Anti-Corruption Center.
“The draft law No. 10311 on expanding the right of the National Guard to use firearms, special equipment and drones against protesters – was removed from the agenda of the Council (for this week). The Ministry of Internal Affairs did NOT even try to refute our analysis. All that we argued as expanding the possibilities to counter protests, the Ministry of Internal Affairs called “regulating the rights of National Guardsmen”, the message says.
Shabunin also emphasized that the Ministry of Internal Affairs did not explain how the fight against mass protests will help counter subversive intelligence groups, although this was the official justification for the draft law.
People’s deputy Yaroslav Zheleznyak confirmedthat the draft law was removed from the agenda, recognizing it as incomplete.
“I don’t believe in conspiracy here. Frankly, everyone understood normally that it was necessary to finalize. I don’t think that we will accept it at this convocation. At least not in this version.” – explained the People’s Deputy.
We will remind that on March 21, the public organization “Anti-Corruption Center” drew attention to the fact that the law enforcement committee of the Verkhovna Rada supported the draft law, which provides for the right of the National Guard to use firearms and tear gas against civilians during mass riots.
The CPC emphasized that part of the new powers of the National Guard, prescribed in the draft law, “does not relate to the effective protection of the state, but only gives powers to suppress protests.”
