The Verkhovna Rada supported the draft law “ On the basic principles of state supervision (control)”
The Verkhovna Rada of Ukraine supported as a basis draft law No. 14030 “ On the basic principles of state supervision (control)”. This is an important stage of the reform of the state control system, which aims to simplify procedures, increase transparency and ensure clear rules for business interaction with supervisory bodies, reports the press service Ministry of Economy.
The document replaces the more than 15-year-old state supervision law and unifies rules for all areas – from education to food safety and veterinary control. The adoption of the draft law is part of the implementation of the Ukraine Facility Plan, which will allow attracting about 250 million euros from the 50 billion euros provided for in the program for 2024-2027.
Among the key changes is a service approach to control, where the state acts as a partner for honest business. Voluntary audit and liability insurance mechanisms are being introduced, which will reduce the frequency of inspections for low-risk enterprises.
It is based on a risk-based model, according to which inspections for businesses with an insignificant level of risk will be carried out no more than once every five years. All inspections will be subject to mandatory digital audio and video recording, which will reduce corruption risks. Electronic interaction is also foreseen – explanations and objections to acts can be submitted online through the KEP office.
Businesses will receive new opportunities for protection, in particular, the opportunity to challenge the actions of regulatory bodies in the State Regulatory Service without going to court. To ensure transparency and openness, public councils will be created at the control bodies to consider complaints.
“We are moving from a punitive system to a service model of state supervision, and this means less pressure on business — more responsibility and transparency. The reform of state supervision is a step towards a modern economy, where the state protects public interests without excessive barriers. Besides, this is part of our obligations to European partners. We are grateful to the People’s Deputies for supporting the draft law as a basis and we hope for its further adoption as a whole”, said the Minister of Economy, Environment and Agriculture of Ukraine Oleksiy Sobolev.
The draft law was adopted as a basis with amendments in accordance with Part 1 of Article 116 of the Regulations of the Verkhovna Rada. This means that the Committee on Economic Development will prepare the document for the second reading, taking into account the comments and suggestions of the deputies.
