The Verkhovna Rada supported the extension of military conscription for another three years after the end of the war.

The Verkhovna Rada approved a government bill that provides for the extension of the current military levy not only for the period of martial law, but also after its abolition. 257 people’s deputies voted for bill No. 15110. This was reported in the broadcast of the parliamentary session.

Currently, the military levy rate is 5% for individuals. For individual entrepreneurs of the first, second and fourth groups, the rate is 10% in the calculation of one minimum wage, which in 2026 is equal to 850 hryvnias. For individual entrepreneurs of the third group and legal entities, except for electronic residents “e-residents”, 1% of income is established.

The document provides that these rules will be in effect until the end of martial law and for three years after that.

The adoption of this bill is one of the requirements of the International Monetary Fund for providing financing to Ukraine. The IMF Board of Executive Directors has already approved a new extended financing program for Ukraine for $8.1 billion. The program is designed for 2026-2029. Prime Minister Yulia Svyrydenko called this program an “anchor” for all financial support that Ukraine receives.

In addition to continuing the military levy, Ukraine must also adopt amendments to the legislation on digital platforms and taxation of international parcels.

Volodymyr Zelenskyy said that the Verkhovna Rada has about 10 priority bills, the adoption of which will open the way for Ukraine to receive external financing.
