The winner of the competition for the position of head of BEB, Oleksandr Tsyvinskyi, passed a polygraph test.
The winner of the competition for the post of director of the Bureau of Economic Security (BEB) is Oleksandr Tsyvinskyi reported, who passed the polygraph. According to him, the Security Service of Ukraine has already submitted the results of the inspection to the Cabinet of Ministers, however, this information has limited access.
August 1, Prime Minister of Ukraine Yulia Svyridenko stated, that the only winner of the competition will pass a polygraph to prevent “manipulation”.
Oleksandr Tsyvinsky heads the third division of detectives of the Second Main Division of NABU. He was the head of the “Clean City” operation in Kyiv. In the National Anti-corruption Bureau, the practice of passing a polygraph for employees is widespread. As the head of the unit, Tsyvinskyi has access to state secrets.
According to the Memorandum on Economic and Financial Policy between Ukraine and the International Monetary Fund, the new director of the International Monetary Fund was to be appointed by July 31, 2025. On June 24, 2025, Tsyvinskyi, a former NABU detective, won the competition for the post of chairman of the Bureau of Economic Security.
We will remind, on June 30, a submission was submitted to the Cabinet of Ministers for his appointment, and the government had ten days to make a decision. At the same time, G7 ambassadors supported the move as part of the appointment process. However, on July 7, the Cabinet of Ministers did not approve Tsyvinskyi’s candidacy, expressing doubts about his compliance with all requirements.
On July 8, Tsyvinsky himself declared his desire to get acquainted with the “security assessments” of the SBU, which became the basis for the rejection. He emphasized that for ten years he passed all inspections of the Security Service of Ukraine.
On July 9, the Competition Commission for the selection of the head of the BEB announced its decision to reject the candidacy. The protocol states that the decision was made based on SBU data and in accordance with Article 2 of the Law on National Security. The commission asked for new candidates, but the government insisted that it was Tsyvinskyi who won the competition.
On July 21, the commission returned the application for the appointment of Tsyvinskyi to the Cabinet of Ministers. The government did not propose new candidates. In social networks, Tsyvinskyi thanked the Commission for its “principled position” and reported that the documents are already in the Cabinet of Ministers.
On July 30, the competition commission announced the completion of its work, as the candidate was selected. According to her, Tsyvinskyi fully complies with the requirements of the law, and the re-holding of the competition is not foreseen.
The commission also reported receiving a letter from the SBU with a warning due to the presence of Russian citizenship in Tsivinskyi’s father. However, according to the members of the commission, this information has been known since 2023 and is not a reason for suspension, since Tsyvinskyi continues to have access to state secrets.
