This year, there has been a 37% increase in court decisions on corruption in Ukraine: “Opendatabot”

During the first five months of 2025, Ukrainian courts issued 2,032 decisions in cases related to corruption. This is 37% more than in the same period last year, but the indicator still has not reached the pre-war level. About this informs “opendatab”.

The number of such decisions is gradually increasing after a significant decline in 2022-2023, when the submission of declarations was canceled or postponed due to the war. In those years, the total number of court decisions decreased by almost three times. After the resumption of mandatory declaration in 2024, the courts issued almost 5,000 decisions, as previously omitted declarations had to be submitted at that time.

In 2025, the courts of the Vinnytsia region demonstrated the greatest activity in considering corruption cases, where 182 decisions were made, which is 9% of the total number. Next come Odesa Oblast (168 solutions), Lviv Oblast (147), which previously led, as well as Dnipropetrovsk Oblast (116) and Kyiv Oblast (115).

More than 73% of all decisions this year concern violations of financial control requirements – there are 1,487 cases of non-submission or submission of declarations with violations. The number of such cases increased fivefold during the year, probably due to the verification of accumulated declarations. On the other hand, cases related to bribery have almost halved to 347. And decisions on violations related to conflicts of interest have decreased by almost 80% – only 70 cases per year.

In 97% of cases, fines are imposed on persons found guilty of corruption. Only 44 people received actual terms of imprisonment. Fines vary from 850 to 680 thousand hryvnias, and terms of imprisonment range from one to ten years.

It will be recalled that as of October 29, 2024, since the beginning of the full-scale invasion of Ukraine, 6,877 verdicts in corruption cases have been handed down – significantly less than in the pre-war period.
