The Cabinet of Ministers has approved changes that provide for monthly payments for military personnel awarded the “Cross of Military Merit”. The corresponding resolution was issued by the government approved 3 December 2025.
The government revised the rules for calculating additional payments to citizens who have special merits before the state and participated in hostilities, as well as to family members of fallen defenders. The list of persons who can claim a monthly payment includes military personnel awarded the presidential award “Cross of Military Merit”.
The document also determined which materials confirm the right to receive this status. In addition, the Pension Fund was allowed to receive the necessary data through information interaction with the Unified State Register of War Veterans, which eliminates the need to collect multiple paper certificates. In particular, it is no longer necessary to submit documents on participation in the ATO, operations to protect national security, or measures related to countering Russian aggression.
The monthly payment for those awarded will be an amount equal to the minimum wage as of January 1 of the relevant year. Currently, it is 8 thousand hryvnias.
“Cross of Combat Merit” – the highest purely military award of Ukraine. This is a distinction of the President of Ukraine, established in May 2022, which is awarded for outstanding personal courage and bravery or an outstanding heroic act while performing a combat mission in conditions of danger to life and direct confrontation with the enemy; outstanding achievements in commanding troops (forces) during military operations (combat).
