Timur Tkachenko accused the capital’s authorities of ignoring the victims after the Russian Federation’s massive strike on Kyiv
The head of the Kyiv City Military Administration, Timur Tkachenko, strongly criticized the Kyiv authorities after the Russian attack on the capital, which occurred on the night of July 31. In his publications in Telegram, he stated that local officials actually left the residents of the affected areas alone with the consequences of the shelling, without providing help and support. In addition, they were absent from the scene.
According to Tkachenko, although tens of thousands of employees work in the structure of the city government — from the apparatus of the KMDA to communal enterprises — almost no one has made an impression on the districts. At best, the officials came only on the first day to take pictures, after which they disappeared. As the official emphasized, the entire burden of work once again fell on the shoulders of district utility workers, volunteers, and the military.
Tkachenko was particularly indignant at the lack of action on the part of the department heads, who have huge resources under their command – equipment, personnel, budgets – but, despite this, do not even try to understand the situation. He directly asked:
“Where are the heads of utility companies, through which money goes for recovery and response? They are not on the ground either.”
In addition, Tkachenko emphasized that no one helps people who lost their homes or suffered damage with food, and the promised communal housing for the evacuees was never built. Thanks to the efforts of the military administration, it was possible to form a reserve housing fund, but the conditions there are far from acceptable, so some of the victims refuse to move. According to Tkachenko, people openly feel indifference on the part of city structures, although there are funds in the capital – they are just blocked.
The head of the KMVA also drew attention to the long-term lack of modular shelters, which the city’s residents desperately need.
“There are none, because apparently “their” company did not receive a contract for construction. Instead, stops with glass are being erected. And protection is not,” he declared.
At the same time, Tkachenko added, we see “demonstration visits of the mayor with a reasonable appearance against the background of facades and parks.”
The official emphasized that urban districts do not even have the opportunity to purchase the simplest materials, for example, sheets to cover broken windows. Utilities, he said, are running on the brink of exhaustion: they are short of funds, equipment is worn out, and workers are forced to stay at facilities overtime after the shelling. Despite the discussion of additional payments for risks, there are no decisions, because the final word remains with the mayor of Kyiv.
According to Tkachenko, despite the fact that the city’s budget exceeds 100 billion hryvnias, these funds are actually blocked: “It’s as if they are lying somewhere under the mattress.” He emphasized that the city’s military administration does not have access to funding, because the budget is managed exclusively by the mayor, and the Kyiv City Council makes only those decisions that are initiated by department directors appointed by the same mayor.
“In times of war, such inaction is not just carelessness, but a real threat. When the structure that controls resources and powers fails to fulfill its duties, people suffer — their safety, their lives.” – said the head of the KMVA.
In conclusion, Tkachenko made a categorical conclusion: if the current city management system is not able to respond to challenges, it is no longer a tool for solving problems, but on the contrary, it has become part of the problem itself.
