Ukraine begins fining dog owners for keeping their animals on a chain
In the Transcarpathian region, the Khust district court brought the owner of the dog to administrative proceedings for cruelty to the animal. The man was fined UAH 3,400.
As the court established, on January 9, 2026, at his place of residence, this person “committed cruelty to the animal, namely, keeping it in an apartment on a chain and not providing it with proper food.” Such actions indicate the presence of an administrative offense under Part One of Article 89 of the Code of Administrative Offenses.
Despite the fact that the person did not appear at the court hearing, she filed an application requesting that the case be considered without her presence and fully admitted her guilt.
In addition to the fine of 3,400 hryvnias, the man must also pay a court fee of 665 hryvnias 60 kopecks.
The legislation defines the principles of humane treatment of animals, the obligation to ensure conditions for their maintenance in accordance with biological characteristics, as well as the prohibition of actions that lead to their suffering.
