Ukraine has introduced financial support for families who have adopted children: who can receive the payment
Adoption decisions in Ukraine are increasingly being made at a time when a child’s life has already been disrupted by war, relocation, loss of a familiar environment, or a long stay in a state of uncertainty. In such circumstances, one-time financial support for a family is important, as it allows for a faster coverage of expenses, without which the child’s transition to a new family remains too difficult: from household needs to education, treatment, and the arrangement of a safe daily space. The program introduced for adoptive parents is designed for specific categories of families and applies to children for whom the first months after adoption often determine the pace of further adaptation.
One-time assistance program that adoptive parents can receive
The one-time assistance program that adoptive parents can receive in Ukraine applies to families that completed the adoption within a specified period — from October 1, 2025 to the end of 2026. This payment is charitable in nature and is aimed at families for whom the initial stage after adoption is associated with increased workload, since the child needs to be given not a declarative sense of protection, but real conditions for a normal life. This is reported by the charity organization “SOS Children’s Villages”.
After adoption, a child enters a new home with his own experience, which often consists of moving, breaking familiar ties, anxiety, a long wait for stability or living in conditions where adult decisions were made without him. Because of this, the first months in the family are of particular importance, because it is at this time that a sense of security, trust in new parents, a habit of predictable life and confidence are laid down that the child’s needs are no longer postponed.
Financial assistance in such a situation helps the family to cover the basic expenses related to the child’s adaptation more quickly. For some families, this is a matter of clothing, room decoration, school supplies or seasonal items, for others – the costs of treatment, examination, developmental classes or special conditions for a child with disabilities or special educational needs. How smoothly these first stages will pass often depends not on household trifles, but on the pace and quality of the child’s entry into a new family.
Who is covered by the program
Not all adoptive parents can apply without exception, since the program defines several categories of families that are entitled to such support. Assistance is provided for those who have adopted a child with disabilities or a child with special educational needs, for families that have adopted two or more children, for internally displaced persons, as well as for those who have adopted a child over the age of seven.
This approach seems logical, given the real difficulties that these families face. Adopting an older child often requires a longer and more subtle period of adjustment, as the child already has a formed experience of loss, a memory of the previous environment and his own reaction to sudden changes. If a family adopts several children, the burden on the family budget and the daily organization of life increases significantly. If the child has a disability or special educational needs, expenses increase due to treatment, support, special services or additional means of support. For families who have themselves experienced displacement, the start after adoption is often complicated by the fact that they are simultaneously building their own lives in a new place.
What amount can adoptive parents receive
The amount of the payment depends on the circumstances of the adoption. 10,800 hryvnias are provided for one child. If the child has a disability or special educational needs, the amount is 14,400 hryvnias. The funds are provided in one payment, which allows the family to use them for immediate needs without waiting for several separate transfers.
At first glance, such an amount does not change the entire financial picture of the family’s life, but in the period after adoption, it can cover that part of the expenses that arise immediately and cannot be postponed. For a child who has already gone through war, loss of home, evacuation or a long wait for a stable environment, quickly providing the necessary is much more important than a dry figure in the terms of the program.
Where the program operates
You can apply almost throughout Ukraine, but the restriction applies to territories where active hostilities are ongoing. If the end of hostilities is officially confirmed for a certain region, the payment can be provided there, provided that other program requirements are met.
This is of particular importance for families in front-line or de-occupied territories, since it is in such conditions that the child often needs the most delicate and at the same time resourceful adaptation. After living in danger, forced relocations, or the experience of losing a familiar environment, a child needs not general words about care, but a thoughtful and stable daily routine, which always costs specific money.
How to apply for a payment
Applying for a payment involves an online form that must be filled out on the organization’s website. After that, the application is checked, and the family is notified of the decision. The procedure is designed to confirm both the fact of adoption, the family’s right to participate in the program, and the ability to safely transfer funds to the applicant.
For families who are already going through a difficult period of rebuilding their lives after adoption, a clear procedure for submitting documents has practical value. The less chaos in the procedure, the easier it is for the family to focus on the child, his or her habits, emotional state, education, and daily adaptation.
To submit an application, you will need the applicant’s passport and tax number, a document proving your place of residence, a court decision on adoption, a child’s birth certificate and bank details. You must also provide consent to the processing of personal data, as well as information regarding the confidentiality of adoption.
In this list, each document confirms a separate circumstance: who is applying, where the family lives, on what basis the child is in the family and where the funds should be transferred. For adoptive parents, attention at this stage is also important because any inaccuracy delays the consideration, and therefore postpones support, which is often needed without delay.
A one-time payment for adoptive parents in 2026 is of practical importance primarily for those families who adopt children with increased needs or are themselves going through difficult life circumstances. In a country where many children’s childhoods have been shattered by war, such support helps make the first steps after adoption less anxious and more orderly.
