Ukraine has updated the National Strategy for the Development of Financial Literacy until 2030

State institutions of Ukraine involved in the implementation of the National Strategy for the Development of Financial Literacy until 2030 have approved an updated roadmap for its implementation. This was reported by the press service of the Ministry of Education and Science.

The National Bank of Ukraine, the Ministry of Education and Science, the Deposit Guarantee Fund for Individuals, the National Securities and Stock Market Commission, the Ministry of Economy, Environment and Agriculture, the Ministry of Digital Transformation and the State Institution “Office for the Development of Entrepreneurship and Export” participated in the update of the document.

The updated Strategy takes into account modern challenges, the needs of various target groups in financial education, the results of previous educational programs and best international practices. This will allow us to more effectively achieve the goals of increasing the level of financial literacy of Ukrainians.

The main changes concern the adjustment of the timing of the implementation of measures, clarification of the scope of work and the list of responsible institutions. The shift in the timing of almost a third of the tasks is explained by several factors. Firstly, after the first year of the Strategy’s implementation, the risk of a shortage of resources was revealed due to a reduction in funding for educational initiatives, which is associated with a change in donor priorities and the reorientation of funds to defense needs.

Secondly, taking into account the results of 2024, when the practical implementation of the Strategy began, a decision was made to expand a number of tasks. This will make it possible to create more targeted educational products, improve the quality of curricula and expand the coverage of financial education, in particular among entrepreneurs.

The largest changes occurred in the block of measures aimed at achieving strategic goal No. 1 – “Quality basic financial education”. It remains a priority and contains the largest number of tasks. Two new areas have been added to it, aimed at popularizing financial literacy among schoolchildren: the national selection of the European Money Quiz, the largest European financial literacy competition for children aged 13–15, as well as a business idea competition among ninth-graders under the program “Entrepreneurship and Financial Literacy”.

The Strategy is being developed and updated within the framework of an interdepartmental working group. It was approved and implemented in 2024. The Strategy covers four main target groups – children and youth, educators, the adult population, and start-up entrepreneurs and small business representatives.

The implementation of the Strategy aims to create a systematic approach to increasing the financial awareness of the population, which meets the recommendations of the OECD Council on Financial Literacy and the methodological principles of the International Financial Education Network.
