Ukraine is preparing a law on artificial intelligence in accordance with EU rules

The first meeting of the working group on the legal regulation of artificial intelligence was held in Ukraine. Following its results, the acting Minister of Digital Transformation Oleksandr Bornyakov informed about the next stage: during 2026, Ukraine should prepare a profile law, coordinated with the European AI Act. This was reported by the Ministry of Digital Affairs.

The ministry chose a “bottom-up” approach. First, businesses are given space to develop innovations and prepare the market for future rules, and only after that they plan to legislatively define the boundaries of the use of AI.

In recent years, the Ministry of Digital Affairs has already prepared a Roadmap and a White Paper on AI regulation, launched a regulatory sandbox, which received 90 applications per year, and 15 decisions have already passed an audit. An official Dictionary of AI Terms was also released.

In addition, 14 leading companies, including Grammarly, MacPaw, SoftServe, Uklon and others, created the first organization in Ukraine for the ethical use of artificial intelligence. Ukraine also signed the Bletchley Declaration and the Council of Europe Framework Convention on the Use of Neural Networks.

In the fall of 2025, Ukraine was the first in the world to launch a national AI assistant on the Diya portal. Since then, more than 350 thousand Ukrainians have sent him about 2 million messages. In May 2026, the AI ​​agent also appeared in the mobile application. In the first month alone, 3 million citizens generated statements and paid fines with its help.

In parallel, the state is creating its own infrastructure in the field of artificial intelligence. AI Factory is being deployed together with NVIDIA, and a national large-scale language model “Syaivo” is being developed together with Kyivstar. It will run on Ukrainian servers and take into account the Ukrainian context.

The new law should simultaneously protect people from the risks associated with AI and not stop the development of innovations. Harmonization with EU norms should help Ukrainian developers enter international markets more easily.

The Ministry of Digital Affairs sets an ambitious goal: by 2030, Ukraine should enter the top three world leaders in the level of implementation of artificial intelligence in the public sector.
