“While Ukraine allocates more and more of its resources to the Armed Forces, it becomes increasingly dependent on international financial aid to cover the budget deficit. The financial assistance packages of the European Union and the United States, provided to Ukraine in 2022 and 2023, played a decisive role in freeing up resources that Ukraine was able to direct to its army.”, the report says.
Aid packages from the EU and the US in 2022 and 2023 “freed up” resources that Ukraine was able to direct to its army.
Russia also increased its military spending by 24%, to $109 billion. Taking into account the military aid received by Ukraine ($35 billion), it is not much more than Ukraine’s. World military spending in 2023 will reach $2.44 trillion, increasing by a record 6.8% since 2009.
