Ukraine set a new maximum of strikes on Russian energy in December 2025: Bloomberg

In December 2025, Ukraine recorded the highest intensity of strikes on the energy infrastructure of the Russian Federation since the beginning of the full-scale war. This is reported in a Bloomberg article analyzing the consequences of the attacks on Russian energy exports.

According to the agency, during the month, Ukrainian forces carried out at least 24 attacks on Russian oil refineries, oil tankers, objects in the seas and key elements of the pipeline infrastructure. The publication notes that this time the largest number of objects and the widest range of targets were hit during the entire war.

Bloomberg analysts emphasize that such actions increase pressure on Russian exports, which are already under the impact of international sanctions against leading oil producers. Despite the fact that Moscow continues to ship significant volumes of crude oil, financial revenues from its sales are decreasing.

“Although Moscow still ships significant volumes of crude oil, the flow of petrodollars – a key source of financing for its war – is decreasing, and the government expects oil and gas revenues to fall by 23% this year, which is a record low”, – writes the publication.

The material also emphasizes that Kyiv has focused special attention on maritime infrastructure. In particular, the oil and gas fields of “Lukoil” in the Caspian Sea have been repeatedly attacked, as well as the Black Sea ports of Taman and Rostov. According to Bloomberg, as a result of these strikes, several tankers caught fire, and attacks on the so-called “shadow fleet” of Russia continued throughout the month.
