Ukraine tightens control over endoprosthetics

The state is strengthening control over the endoprosthesis process, guaranteeing patients the right to free medical care without unofficial payments. About this informs press office of the Ministry of Health.

As part of the National Accessibility Week, a coordination meeting was held under the chairmanship of the Minister of Health of Ukraine, Viktor Lyashko, dedicated to the provision of joint endoprosthesis services. The meeting was attended by representatives of health care structures from all regions of the country, the main freelance orthopedists-traumatologists and heads of medical institutions included in the list of hospitals approved by the Ministry of Health that provide free endoprosthetics.

“If the service is defined by the state as free and the state pays hospitals for it, it should remain so in practice. Patients should not face any additional or unofficial charges. This is a matter of trust in the health care system. As a state, we take responsibility for providing guaranteed medical services, and we expect the same approach from medical facilities. Transparency, accountability and strict adherence to established procedures are basic principles that should be the common norm for all participants in the system. This is barrier-free — when every patient, regardless of the circumstances, has real access to the medical care they need.” — explained Minister of Health of Ukraine Viktor Lyashko.

Currently, patients can receive endoprosthesis free of charge both urgently and by appointment. All costs for surgery, anesthesia and inpatient treatment are covered by the Medical Guarantee Program. The NSHU compensates medical institutions for costs ranging from 26,571 to 36,887 hryvnias, depending on the complexity of the operation. For hospitals that work around the clock and meet additional criteria, this amount can reach 47,954 hryvnias.

Implants required for free endoprosthetics are centrally purchased by the state, and in some cases by local authorities as well. In 2025, more than 23,000 endoprostheses will be delivered to Ukrainian hospitals, purchased from the state budget through the State Enterprise “Medical Procurement of Ukraine” by order of the Ministry of Health. As of now, almost 11,000 sets of implants and tools for their installation worth about 150 million hryvnias have already been delivered to the regions.

To ensure transparency and accessibility of endoprosthesis, the Ministry of Health has introduced an electronic queue for planned operations. During the meeting, Deputy Minister for Digital Development Maria Karchevych spoke about its functioning. The electronic queue works on the basis of the Diya.Engine platform and is administered by the SE “Electronic Health”. In order to register, the patient must contact a medical institution that participates in the program, submit an application and a corresponding medical opinion.

Today, almost 18,000 people have entered the queue. It is formed in accordance with medical indications, degree of urgency and date of application. One patient can be registered in only one queue – for one type of joint – within hospitals that provide free endoprosthetics.

The system automates and documents all stages — from submitting an application to carrying out an operation. All actions are recorded in an electronic log, and after the operation, the patient’s status is updated. This guarantees the transparency of the process and prevents any interference or manipulation of the queue.
