Ukrainian Business Council calls stopping bookings illegal
The Ukrainian Business Council has called on the authorities to ensure that public authorities fulfil their duties and resume the process of booking employees for critical infrastructure enterprises, as the suspension of this process could have serious consequences. This was reported by the organisation’s press service.
‘Enterprises that have expired their booking period risk losing almost all their employees and ceasing operations. Unlike those that have decided to work illegally,’ the URB noted.
The organisation reported complaints from representatives of the agricultural, industrial and IT sectors about the termination of the booking process, which indicates the scale of the problem and its threat to the country’s defence capability.
The Council reminded that in accordance with Articles 24 and 25 of the Law ‘On Mobilisation Preparation and Mobilisation’ and the current Cabinet of Ministers’ resolutions regulating deferrals from conscription, no conditions are provided for stopping the reservation process. The deadlines for making the relevant decisions are still in force, and their suspension has not been legally implemented.
‘Ukrainian business supports the need to audit decisions on recognising business entities as critical to the economy and the livelihoods of the population. However, it is extremely important to maintain a predictable and uninterrupted process of booking employees during this audit. The current situation undermines the confidence of business entities in the activities of the authorities, as it affects enterprises that officially employ persons liable for military service,’ the Council noted.
Earlier it was reported that after the government adopted a protocol decision on 8 October to audit enterprises recognised as critical, the booking process was effectively suspended, which caused concern among business associations.
Subsequently, the government allowed the resumption of bookings for employees who had the relevant status before 31 May. Currently, businesses are waiting for regulations that will allow them to fully resume rebooking.
In addition, the government plans to tighten requirements for critical enterprises to be able to reserve their employees from mobilisation. This decision may be made after the audit is completed.
