Ukrainian refugees can live in Germany with an expired passport

German officials said that Ukrainians do not need to have a passport to obtain or extend a temporary residence permit in Germany.
The main thing is that the German authorities can certify the person’s identity. This decision was taken against the background of Ukraine’s temporary suspension of consular services for Ukrainian men aged 18 to 60 who are abroad.

The representative of the senate (government) of Berlin noted:
“The right to stay in Germany and all related possibilities remain valid regardless of the decision of the Ministry of Foreign Affairs of Ukraine to temporarily suspend the provision of consular services for Ukrainian men aged 18 to 60 who are abroad.“
He also added:
“If the Ukrainian embassy or consulate refuses to issue or renew a passport to a citizen of Ukraine only on the basis of his failure to serve in the army, the Berlin Land Office for Foreigners will issue him a travel document that will replace the passport for trips abroad.”
He emphasized that this will be done “only in exceptional cases” – if there are valid reasons for such a trip.
“The rules for the stay of foreigners in Germany allow the immigration authorities to issue German documents to persons of conscription age, if they can prove the existence of valid reasons for the trip. Military service in itself is considered a perfectly acceptable civic duty in Germany.”
