Ukrainians abroad can apply to the international Register of Damages: how to do it for those who have lost their homes and property

Compensation for damages is an important issue for all Ukrainians who suffered as a result of the war. Many people have lost their homes, property and loved ones, and everyone has the right to document their losses and receive compensation in the future. It is important to know that not only those who are in Ukraine, but also Ukrainians abroad can submit an application. In Ukraine generated the international Registry of Damages was created to record evidence and information about damages, losses or damage caused as a result of the war of the Russian Federation against Ukraine.

Who can apply?

Adult citizens of Ukraine, in particular those who are abroad, can submit an application, provided they have:

  • registration number of the taxpayer’s registration card (RNOKPP);
  • electronic signature.

As of February 2025, the Register accepts applications from:

  • owners of damaged or destroyed residential real estate;
  • family members of persons who died as a result of the armed aggression of the Russian Federation.

In addition, the Register is preparing to open applications for 12 new categories, including:

  • forced internal displacement;
  • disappearance of a close family member;
  • damage or destruction of residential real estate, etc.

How to submit an application

  1. Authorization – register or log in to your account on the Diya portal or mobile application.
  2. Filling out the application – enter information about yourself, your home, ownership, the circumstances of the destruction, the nature of the damage or destruction.
  3. Data Validation – Carefully check and confirm the information entered.
  4. Sign and send – sign the application with an electronic signature and send it.

It is important to understand that the Registry does not consider applications on their merits and does not award compensation. Its main purpose is to collect and record data on the damage caused. The compensation payment mechanism will be developed in the future, and the submitted applications will be forwarded to the relevant authorities for review and decision-making.

Submitting a statement to the International Register of Damages is a key step in documenting the consequences of Russian aggression and forming a compensation mechanism for victims. The more Ukrainians submit applications, the higher the chances of creating an effective system of compensation for damages and fair justice.
