Ukrainians’ investments in government bonds have reached a historic high: Ministry of Finance
In October 2025, the Ministry of Finance of Ukraine attracted a record UAH 64.7 billion in equivalent to the state budget through the placement of domestic government bonds (OVDP). Of this amount, UAH 49.9 billion is for hryvnia bonds with a weighted average yield of 16.5% per annum, and USD 355 million is for currency securities with a yield of 4.06% per annum. This was reported by the press service of the Ministry of Finance.
As of October 31, 2025, government bonds in the amount of over UAH 1.89 trillion are in circulation. The largest share among the owners of government bonds is made up of commercial banks — 48.3%, followed by the National Bank of Ukraine — 35.2%. The shares of other investors are distributed as follows: legal entities — 8.8%, individuals — 5.6%, non-residents — 0.8%, insurance companies — 1.1%, territorial communities — 0.01%.
Compared to October 2024, the volume of investments by legal entities and individuals in bonds increased by 27.5%. Ukrainian citizens now own securities worth over UAH 106 billion, and legal entities — over UAH 166.7 billion.
On October 22, the Ministry of Finance held the fourth switch auction of government bonds. Demand was high — 21 applications for UAH 17 billion were submitted, of which UAH 15.5 billion were satisfied. Investors exchanged bonds maturing on November 5, 2025 for new ones with a maturity date of July 25, 2029 and a yield of 14.89% per annum (coupon — UAH 74.45 every six months). Bonds worth UAH 14.18 billion (14,184,871 units) will be used to repay the previous securities. All investor applications were satisfied, the weighted average yield was 14.89%.
Since the beginning of 2025, the Ministry of Finance has placed government bonds for a total amount of about UAH 473.1 billion. This is the second largest source of financing for the state budget after international aid. The total amount of funds raised through government bonds since the beginning of the full-scale invasion has exceeded UAH 1.89 trillion in equivalent.
Anyone can buy military bonds. This can be done through the “Diya” application, in banks or with the help of brokers. The nominal value of one bond is 1000 UAH, 1000 USD or 1000 EUR. To purchase bonds in “Diya”, you need to select “Military Bonds” in the “Services” section, determine the type of bonds (with the names of Ukrainian cities or territories) and make a purchase online.
