Ukrainians must re-register their real estate if it was registered before 2013: Ministry of Justice

Data from the Register of Property Rights were not automatically transferred to the new State Register of Rights. Those who acquired the right of ownership before 2013 must enter it into the new register on their own. This is reports the Ministry of Justice of Ukraine.

If the ownership right was registered in the Register of Property Rights, it should now be registered in the State Register of Rights.

However, the Register of ownership rights to real estate, in which state registration was carried out by BTI enterprises, became an archival part of the newly created register. At the same time, all registered property rights to immovable property, including property rights, remain valid at the level of the law, the Ministry of Justice emphasizes.

Both in 2013 and in 2025, the owner of real estate, the ownership of which was registered before 2013, does not need to take any action to have his ownership recognized by the state, says the updated notification of the ministry.

“The owner of such immovable property can, at his own request, apply for state registration of his ownership right in the State Register of Property Rights to immovable property. Such state registration is free of charge, the department added.

The Ministry advises to apply to the state registrar at the National Register of Civil Engineers or a notary working within the region where the real estate is located, having previously prepared documents confirming the right of ownership (certificate of ownership, contract of sale, etc.).

“If the real estate is located in the Autonomous Republic of Crimea, Donetsk, Sumy, Dnipropetrovsk, Zaporizhzhia, Luhansk, Mykolaiv, Kharkiv, Kherson regions or Sevastopol – you can contact any state registrar or notary in Ukraine, the Ministry of Justice reports.

On October 13, real estate owners in the Chernihiv region will also have this opportunity, the department adds. You can also submit an application online through “Diya” (except Kyiv, Luhansk and Donetsk regions). If the right of ownership was acquired before 2013, its state registration is free of charge.
