The Appellate Chamber of the High Anti-Corruption Court decided to seize the assets of the Melitopol businessman, who is under sanctions, from the state income. As reported the press service of VAKS, vehicles, real estate objects, corporate rights and money belonging to the entrepreneur were confiscated.
For information LIGA.net, we are talking about the Melitopol businessman Oleksiy Popov, who is under sanctions and provided fuel to the Russian military through his gas station network.
Popov owns a chain of Oil Transit gas stations. After the occupation of part of the Zaporizhzhia region, he remained in the uncontrolled territory and continued to conduct business, re-registering it in accordance with Russian legislation. According to the Ministry of Justice, he organized the supply of fuel from the temporarily occupied Crimea to the occupied territories of the Zaporizhia and Kherson regions, and also cooperated with representatives of the occupation administration, providing them with fuel.
In November 2023, sanctions were imposed against Popov on charges of financing terrorism. This became possible after the recognition of the Russian Federation as a terrorist state at the legislative level in Ukraine. This decision opened the way to confiscation of the entrepreneur’s assets in court.
On April 24, 2025, the court of first instance — the Higher Anti-Corruption Court — rejected the lawsuit of the Ministry of Justice. However, the Appeals Chamber canceled this decision and issued a new one, satisfying the plaintiff’s demands. The decision entered into force and is not subject to further appeal, which means the final conclusion of the case in favor of the state.
Popov himself, through his representative, denies the charges, claiming that he was forced to resume the operation of the gas station due to threats from criminality. According to him, fuel was sold exclusively to the civilian population. On the territory controlled by Ukraine, Popov has an oil depot, located in the village of Orativ, Vinnytsia region. She is currently under arrest.
