Verkhovna Rada to consider 50% discount on fines for those who fail to update data in the TP
In the near future, the Verkhovna Rada will consider in the first reading draft law No. 12093, which provides for a 50% discount on the payment of a fine for citizens who voluntarily admit to a violation and pay the fine assigned by the territorial collection centers (TCC). This draft law was developed by members of the Verkhovna Rada Committee on Law Enforcement, headed by Serhii Ionushas, and on October 25 received the support of the committee for adoption as a basis.
The committee noted that in 2024, more than 6 million conscripts did not update their personal information, including contact numbers, email and residential address, as required by law to increase mobilization. Accordingly, failure to fulfill this obligation within 60 days without valid reasons is an administrative offense and is punishable by a fine in the amount of UAH 17,000 to UAH 25,500.
The single state register of conscripts, conscripts and reservists “Oberig” currently does not have complete information about a significant number of conscripts, which complicates the mobilization process, the explanatory note to the draft law emphasizes.
The project provides an opportunity for citizens who have violated the obligation to update data to apply to the TCC to make changes and pay a fine of 50% of the minimum amount, i.e. UAH 8,500. This simplifies the procedure for consideration of cases provided for in Articles 210 and 210-1 of the Code of Criminal Procedure, and allows citizens to independently initiate the process of paying a fine through the Electronic account of a conscript, “Reserve+”.
Deputies also note that clarification of personal data will become mandatory for using functions of economic booking and other possibilities of the electronic cabinet. This approach, in their opinion, will encourage many conscripts to update their information.
The draft law provides for the addition of new articles to the Code of Ukraine on Administrative Offenses (CCP). In particular, Article 279-9 will give citizens the opportunity to independently report a violation and consent to the consideration of the case without their presence. Article 300-3 will allow payment of 50% of the fine within 10 days from the moment the decision of the TCC enters into force.
Previously, President Volodymyr Zelenskyy stated the need for fair economic reservation models, stressing that none of the options offered to him are perfect.
