Volodymyr Zelenskyy has imposed NSDC sanctions against 656 ships of the Russian “shadow fleet”

President of Ukraine Volodymyr Zelenskyy signed a decree that puts into effect the decision of the National Security and Defense Council of Ukraine on the application of sanctions to 656 ships belonging to the so-called “shadow fleet” of the Russian Federation. The text of the decree No. 929/2025 is published on the official website of the Office of the President.

The press service of the head of state reported that these ships sailed under the flags of more than fifty countries, among which the most common are Gambia, Sierra Leone, Panama and Cameroon. The Ukrainian authorities will provide relevant information to these states and work with their governments to stop issuing licenses to such ships.

In addition, Ukraine plans to coordinate its actions with international partners to synchronously apply sanctions in their jurisdictions. Most of the vessels in question are already under sanctions by the United States, Great Britain, the European Union, Canada, Australia and New Zealand.

President Zelensky stressed that this is the largest package of sanctions against tankers and other ships that are involved in supporting Russia’s aggression.

“This is a significant part of the Russian fleet, which transports oil and other energy resources and provides financing for prolonging the war,” he noted.

The Head of State added that Ukraine will continue to coordinate actions with international partners to achieve a complete ban on the provision of maritime services to vessels involved in the export of Russian energy resources.

Earlier, Zelensky reported that the Russian Federation has about 1,500 tankers for oil exports, despite the sanctions of the European Union and the United States of America.
