Waste of 4.9 million hryvnias on the filming of educational videos: BEB informed the participants of the scheme about the suspicion

A scheme was exposed in Kyiv, according to which officials of one of the city’s non-commercial communal enterprises caused losses to the budget of almost 5 million hryvnias.
As informs Bureau of Economic Security (BEB), officials announced the holding of two tenders for the purchase of services for the production of educational video materials and a mobile application for a total amount of 5.1 million hryvnias.
The winner of the tender was a company related to the parties involved in the case. After signing the contracts and acts of completed works, the tender winner transferred part of the funds (4.5 million UAH) to the account of another company with signs of fictitiousness for the allegedly provided services for the production of video materials.
In fact, these services were not provided, and the funds were used by the participants for their own needs.
In the course of the pre-trial investigation, a number of investigative actions and examinations were conducted, which confirmed damages in the amount of UAH 4.9 million.
The director of the KNP, the head of the information technology department, and the director of the LLC were informed of the suspicion under Part 5 of Art. 191 (Empropriation, embezzlement of property or possession of it by abuse of official position) and Part 1 of Art. 366 (Official forgery) of the Criminal Code of Ukraine.
Currently, a pre-trial investigation is underway, and the question of choosing preventive measures for them is being decided.
