What consequences may there be in Ukraine in connection with the scandal over the restoration of “Okhmatdyt”: an expert’s explanation

Scandals related to the restoration of important infrastructure facilities, such as “Okhmatdyt”, can have not only domestic consequences, but also significantly affect the international reputation of Ukraine. In the process of reconstruction, especially in the conditions of post-war reconstruction, every case of increased attention to the problem can cause serious consequences.

Political scientist and political expert Ihor Reiterovych in his speeches explained on Public Radio that the scandal surrounding “Okhmatdyt” may have far-reaching consequences that will affect the entire process of the country’s recovery.

“Our partners may not pay attention to this, but they may. If they do, money for the reconstruction of Ukraine will be allocated through institutions that will have a very distant relationship with those that are functioning now. They will be directly created and controlled, including by our partners who will allocate this money to us. If we don’t want it, we need to draw conclusions and solve this problem and show that we at least know how to draw conclusions from mistakes.” Reiterovich said.

The political scientist noted that the consequences of this scandal may depend on how the problem will be resolved. Ukraine is currently in a difficult situation where every scandal or impropriety can be used as an excuse to reduce or change the direction of financial assistance. According to Reiterovich, there is a possibility that our international partners may be indifferent to this scandal, but it is possible that they may react very harshly. If the latter happens, then the financial resources provided for the reconstruction of Ukraine can be redirected through new institutions that will be created specifically for this and be under the control of international partners.

Such institutions may differ significantly from those currently in operation, as they will be more independent from the Ukrainian bureaucracy and may have stricter conditions for the use of funds. This, in turn, may create new challenges for Ukraine, which will be forced to work under increased control. Reiterovich emphasized that this could become a serious challenge for the country, as it will have to prove its ability to solve problems on the ground without outside intervention.

If the international community focuses on this issue, it may lead to changes in the mechanisms of allocating funds for the reconstruction of Ukraine. According to the expert, in this case, funding can be redirected through new institutions that will be created specifically to control the reconstruction process. These new structures can be directly controlled by Ukraine’s international partners, which will significantly change the existing order of financial management. Reiterovych emphasized that this will be a serious challenge for the Ukrainian authorities, as the new institutions will be distant from those that are functioning now and may introduce stricter conditions for the use of funds.
