Zelensky responded to the petition regarding the obscene language of the mayor of Dnipro Filatov

On May 11, NAZK announced that Dnipro Mayor Borys Filatov agreed not to use matyuks in social networks.

Head of State Volodymyr Zelenskyy responded to a petition calling for increased responsibility for public statements and insults by officials of local self-government bodies. The petition, signed by more than 25 thousand citizens, was registered on site of the President after obscene remarks by the mayor of Dnipro Boris Filatov.

The author of the petition, Vladyslava Usenko, claims that Filatov “systematically and with impunity violates the general rules of moral behavior of civil servants.” She emphasized his statements to the participants of the “Money for the Armed Forces” campaign, who supported the petition to increase the financing of the army from the city budget of Dnipro. In his Telegram message dated November 11, 2023, Filatov cursed them obscenely.

In his answer, President Zelensky noted that Boris Filatov cannot be held criminally responsible for violating the rules of moral conduct, only disciplinary.

“Establishing criminal liability for violation of the rules of moral behavior by officials of local self-government and civil servants requires preliminary careful research, in particular, according to the degree of public danger”, – says Zelensky’s answer.

The President also noted that the Verkhovna Rada is considering the draft law “On Local Referendum” (Reg. No. 5512), which proposes to prematurely terminate the powers of local officials through referendums. In addition, the draft law “On Amendments to the Law of Ukraine “On Civil Service” on Improving the Procedure for Entering, Completing and Terminating Civil Service” (reg. No. 6496) is being considered, which provides for the improvement of mechanisms for bringing civil servants to disciplinary responsibility.
