Mykhailo Fedorov presented a plan for a vision of the war in three strategic directions

Defense Minister Mikhail Fedorov presented a comprehensive action plan aimed at ending the war. The document provides for three strategic directions: strengthening air defense, deterring Russian troops in all directions, and reducing Moscow’s economic capabilities to continue hostilities. “Every day, every Ukrainian thinks about one thing: when the war will end. We want peace more than anyone in the world. The president, the negotiating team, diplomats work every day to bring it closer. But Russia continues to fight because it believes that it can break us with force and resources,” the minister emphasized.

According to Fedorov, President Volodymyr Zelensky instructed the Ministry of Defense to strengthen defense capabilities in parallel with diplomatic work in order to force Russia to peace. The plan includes three specific goals.

The primary task is to “close the sky.” This is about maximum protection of the civilian population and critical infrastructure. The ministry aims to detect all air threats in real time and intercept at least 95% of missiles and drones.

“The creation of a multi-level system of “small” air defense and the scaling of interceptors has already been launched. Important organizational changes have begun. These are the first steps towards a systematic counteraction to the “shaheeds” and stable protection of cities. When the sky is closed, the country functions,” the head of the department noted.

The second direction is to stop Russian troops on land, at sea and in cyberspace. The Ministry of Defense claims that they have specific solutions to achieve this goal – from reforming the procurement system and completing the corps reform to transforming the training and command of troops based on data analysis.

“There is a specific list of solutions and projects: from improving the procurement system and completing the corps reform to transforming the training and command system based on data,” the minister said.

The third goal is to deprive Russia of financial resources for waging war. The main source of revenue for its economy remains oil exports, so Ukraine insists on strengthening sanctions, coordination with partners, countering the “shadow fleet” and joint maritime operations.

“Ukraine is already preparing a strategy on how to make Russia’s budget deficit this year the largest in history. Similarly, a strategy to counter Russia in the cognitive domain. This is a plan with specific, measurable goals and results,” Fedorov emphasized.

To implement the plan, Ukraine is expanding international partnerships, attracting resources to purchase drones, strengthen air defense and provide military personnel. A special emphasis is placed on technological superiority – the task is to be at least ten steps ahead of the enemy in each innovation cycle. The Ministry of Defense is also developing analytical tools, in particular the eBall system via the DELTA platform, to transform data from the battlefield into practical management decisions.

Earlier, the defense department reported that a military strategy had been formed together with partners, the implementation of which requires $120 billion in 2026. On February 3, President Volodymyr Zelensky approved the updated structure of Ukraine’s defense plan.
