On October 23, on the second day of the BRICS summit in Kazan, the Kazan Declaration was adopted, which revealed that Russia has so far failed to gain international support and create the desired alternative security system. This is stated in reports Institute for the Study of War (ISW).

Analysts noted that Russia’s war against Ukraine was mentioned only once in the Kazan Declaration. The document emphasizes that all participants must adhere to the principles of the UN Charter, including respect for the territorial integrity of states. The declaration also welcomed “appropriate” mediation proposals aimed at achieving a peaceful settlement through dialogue and diplomacy.

The ISW added that Ukraine emphasized the importance of observing the principles of the UN Charter as the main way to establish peace, and also emphasized the illegality of Russian aggression from the point of view of international law. The Ministry of Foreign Affairs of Ukraine reacted to the Kazan Declaration, saying that it demonstrates Russia’s inability to “export” its ideas regarding changes in the world order and global security to the BRICS countries.

According to the assessment of the Ukrainian Foreign Intelligence Service, the summit did not lead to the formation of the anti-American coalition that Russia sought to create. Most of the BRICS countries, including India, the United Arab Emirates, Brazil and South Africa, opposed the transformation of BRICS into a tool to counter the US.
