A new lottery licensing system has officially launched in Ukraine
The PlayCity State Agency has issued the first license to an operator to organize and conduct lotteries. The first company to receive official permission was the Ukrainian National Lottery (UNL).
One of the three operators selected following an open competition has already paid the annual license fee. The state budget received UAH 24.2 million.
“The restoration of license fees is one of the first results of the reform of the lottery market, which has been operating for decades without full control under transitional provisions,” the report states.
PlayCity reported that the new rules provide for the introduction of electronic reporting for businesses, the use of QR codes on lottery tickets and equipment. It is expected that this will increase the transparency of the work of lottery operators in Ukraine.
Recall that at the end of January, PlayCity completed an open competition for the selection of official operators of state lotteries. The winners were the companies “MSL”, “Patriot” and “Ukrainian National Lottery”, which must obtain licenses in accordance with the new requirements.
The PlayCity State Agency officially began operations on June 2, 2025, launching its own gambling website. The body operates under the coordination of the Ministry of Digital Transformation and replaced KRAL. The agency is responsible for implementing state policy in the field of organizing and conducting gambling and lotteries.
In November 2025, the Cabinet of Ministers adopted a resolution that officially restarted the state lottery market, introducing new transparent rules for operators. This is the first such decision in over 12 years.
