A single ticket form has been introduced in Ukraine for all types of public transport

From January 1, 2026, a single ticket form for all types of public transport came into force in Ukraine, approved by the Ministry of Community and Territories Development of Ukraine in accordance with Order No. 1066. This document implements the provisions of the Law of Ukraine No. 3378-IX, which provides for the introduction of an electronic ticket on automobile and urban electric transport, as well as the unification of fare payment rules. This was reported by the Ministry of Community and Territories Development of Ukraine.

Deputy Minister of Community and Territories Development Serhiy Derkach explained that the introduction of a single ticket form is a basic step towards a transparent passenger transportation system. According to him, the passenger must clearly understand what he is paying for, who provides the service and what rights he has, and the state receives a tool for accounting, planning and digitalization of transport. The single ticket form covers all types of public transport – from buses to the metro – and lays the foundation for the further implementation of a single Smart Ticket in Ukraine.

The order establishes unified requirements for tickets for city and suburban bus routes, intercity and international bus transportation, trams, trolleybuses and the metro. The requirements apply to both paper and electronic tickets issued through automated fare accounting systems, and both formats are official and equivalent.

The Ministry of Community and Territorial Development emphasizes that the introduction of a single ticket form creates the basis for the digitalization of the transport system and the future launch of the Smart Ticket, which will simplify fare payment for passengers throughout the country. This initiative aims to unify intercity, interregional, and urban transportation into a convenient system similar to the practice of European Union countries.
