Adoption of a child during the war: algorithm of actions

April 10 on the website Government portal information containing an algorithm of actions regarding the adoption of a child has appeared. The move marks a new era of transparency and accessibility in the adoption process, making it simpler, faster and more understandable for everyone, including those seeking to become parents during wartime.
Advantages of the new online algorithm:
- Simplicity: Thanks to the online platform https://diia.gov.ua/, the entire adoption process can be completed online, without the need to go to the authorities. This significantly saves the time and effort of potential adopters.
- Speed: The application for adoption will be considered within 10 working days, which is much faster than under the old system.
- Transparency: All information about the adoption process will be available online, making it more transparent and understandable for everyone.
- Accessibility: The online algorithm makes the adoption process more accessible to people from all over Ukraine, as well as to people with disabilities.
How the online algorithm works:
Step 1. Registration as a candidate for adoption:
- Register in the citizen’s office on the portal https://diia.gov.ua/ using an electronic signature. Select “Adoption: registration as a candidate” in the search and click the “Submit an application” button.
Fill in the information about yourself, your family and the children you want to adopt. - Sign with an electronic signature and send.
Step 2. Collection of documents:
- After checking the data (about 15 minutes), continue filling out the online form. Information from registers is pulled automatically.
Download the necessary documents:
- A copy of a passport or other identity document;
- A copy of the taxpayer’s card or information on the refusal of such a card (if any);
- A copy of the document indicating the unique number of the record in the Unified State Demographic Register;
- A certificate of wages for the last six months or information on the amounts of income paid and withheld taxes, or a certificate of the submitted declaration of property status and income for the previous calendar year;
- A copy of the marriage certificate or an extract from the State Register of acts of civil status of citizens on marriage;
The conclusion on the state of health drawn up according to the form in accordance with Appendix 3 to the Procedure - adoption activities and supervision of the observance of the rights of adopted children, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 08.10.2008 905 (as amended);
- A document on the presence or absence of a criminal record for each applicant, issued by the territorial service center of the Ministry of Internal Affairs
- A copy of the document confirming the right of ownership or use of the residential premises;
- Notarized written consent of the second spouse to adopt a child (in case of adoption by one of the spouses).
- Sign with an electronic signature and send.
Step 3. Review of the application:
- The Children’s Service will review your application and documents within 10 working days.
- If everything is in order, you will be invited for an interview.
Step 4. Preparation for adoption
- After successfully passing the interview, you will take an adoption preparation course.
- You will be provided with information about children available for adoption.
Step 5. Adoption:
- You will be able to choose the child you want to adopt.
- The Children’s Service will prepare all the necessary documents for adoption.
- The court will issue a decision on adoption.
