An Interdepartmental Working Group on Improving Legal Frameworks and Reforming the Defense Procurement Model has been Created in Ukraine
The Cabinet of Ministers has decided to create an Interdepartmental Working Group on Improving Legal Frameworks and Reforming the Defense Procurement Model (IDG). This decision will allow for interaction between central authorities to update the legislative framework in the field of defense procurement and effectively resolve problems that arise during their implementation. The main task of the CWG will be to analyze current regulatory and legal acts for compliance with the principles and approaches defined in European Union law on defense procurement, as well as NATO recommendations.
According to Deputy Minister of Economy Andriy Telyupa, there are currently gaps in the legislation in this area, there is duplication of functions between different bodies, and there is a lack of uniform transparency standards.
“The working group aims to eliminate these problems and build a system that is understandable for the military, business, and the state,”— the official noted.
The group will include representatives from the Ministry of Economy, the Ministry of Defense, and state-owned enterprises. The CWG will function as a temporary advisory body to the government.
In addition, representatives of central executive bodies, enterprises, institutions and organizations – both Ukrainian and international, as well as industry associations – will be involved in the work. Independent experts will also participate, who will develop mechanisms and solutions to improve the defense procurement system.
As a reminder, on November 13, Prime Minister Yulia Svyrydenko stated that the government had instructed the supervisory boards of state-owned companies, in particular energy and defense companies, to conduct an audit of their enterprises.
