ARMA reacted to the deputies’ criticism of non-working seized assets

National Agency for Search and Asset Management (ARMA) answered to the criticism of the specialized committee of the Verkhovna Rada regarding the allegedly inefficient use of assets.

The head of ARMA, Olena Duma, reported that after the launch of the Unified State Register of Seized Assets in July 2023, it contained 53,000 records of seized property in criminal proceedings. As of today, the number of records has increased to 374,000, of which more than 72,000 have been transferred to ARMA.

“These figures are dynamic, as every day we receive from 300 to 700 decisions, which are processed by the relevant department. The estimated amount of these assets is already more than 200 billion hryvnias.” – Duma explained.

At the same time, it is difficult to determine the exact amount due to the lack of a unified classifier in Ukraine, which would allow to reconcile data from various documents and determine the value of assets.

The official also commented on the statements of the specialized committee of the Verkhovna Rada that allegedly 80% of seized assets are not used:

“I heard the “interesting” criticism of the specialized committee of the Verkhovna Rada that 80% of seized assets do not work at all. My answer is as follows. When we talk about the total number of 72,000 records of seized assets, half a year ago we provided the committee with information that almost 40% of them are already in operation.”

Regarding the figure of 80%, the head of ARMA called it “manipulative” because it is based on the report of the Accounts Chamber, which covers only the audit of the agency’s activities for the years 2022-2024. She reminded that the active transformation of ARMA began only in July 2023.
