BEB has formed committees for re-certification and selection of employees
The Director of the Bureau of Economic Security of Ukraine (BEB) Oleksandr Tsyvinsky signed orders on the creation of two certification and two personnel commissions, which will conduct re-certification of current employees and selection of new personnel for service.
The first personnel commission included a serviceman of the Armed Forces of Ukraine Roman Balan, the first deputy director of BEB Taras Shcherbay, as well as deputy heads of the bureau Yuriy Belousov and Pavlo Budzyhan.
From international partners and public organizations, the first personnel commission was joined by: Andriy Kozlov, a member of the NACP, SBI and HQCJ commissions; head of the NGO “Anti-Corruption Headquarters”, a member of the NACP public council and the personnel commission of the Prosecutor General’s Office Serhiy Mytkalyk; expert of the Center for Political and Legal Reforms and former co-coordinator of the Public Integrity Council Olga Piskunova; former member of the personnel commission of the Prosecutor General’s Office and member of the Public Integrity Council Lyudmila Yankina; executive director of the Ukrainian Helsinki Union for Human Rights and former member of the personnel commission of the Prosecutor General’s Office Oleksandr Pavlichenko.
The second personnel commission of the BEB also includes Belousov, Budzygan and Shcherbai, but the international composition is different. Among its members: Dutch prosecutor and former advisor to the EU Advisory Mission to Ukraine Sebastian Van de Vliet; lawyer and former US FBI agent Karen Greenway; former senior officer of the Hamburg Criminal Investigation Department Detlef Kreutzer; prosecutor for organized crime and corruption of the state of Lower Saxony Frank Lüttig; Lithuanian representative at Europol Donatas Malaskevichus; Austrian officer and former head of the investigation department of the EU Advisory Mission to Ukraine Markus Mitterer.
The first certification commission included six people appointed by the director of the BEB: lawyer Vadym Hutsul, former deputy head of the Innovation Development Fund Oleksiy Dukh, analyst of the NGO “Anti-Corruption Center” Ivan Nikolayenko, chief lawyer “Sayenko Kharenko” Vitaliy Odzhykovskiy, lawyer and lecturer at NaUKMA Dmytro Trut and head of the NGO “Institute of Legislative Ideas” Tetyana Khutor.
The international representatives in this commission are the same as in the second personnel commission: Van de Vlit Sebastian, Karen Greenway, Detlef Kreutzer, Frank Luttig, Donatas Malaskevichus and Markus Mitterer.
The second BEB certification commission included the head of the NGO “Automaidan” Kateryna Butko, director of “Infologic” LLC; Vitaliy Honcharuk, senior attorney at the law firm “Miller” Anna Kalinchuk, lawyer at “Bona Trade” LLC; Marta Ligus, attorney Yevhen Ozyumenko and communications specialist of the “Stabilization Support Services” Mykhailo Rabinovych.
International partners delegated to this commission the director of the anti-corruption office of “Ukrzaliznytsia” Yulia Azarina, consultant of the Basel Institute Nadia Burdey, former members of the personnel commission of the Prosecutor General’s Office Tetyana Veremiy and Lyudmila Hrytsenko (expert of “YurFem”), lawyer of TI Ukraine Veronika Kreydenkova, and manager of the Center for Political and Legal Reforms Khrystina Tybinka.
“Only through independent commissions will we be able to create a truly renewed and honest BEB team. For us, it is of fundamental importance that the certification and selection of personnel be conducted openly, honestly and be understandable to everyone, and their results be legal and fair, ”, — emphasized Oleksandr Tsyvinsky.
He noted that the certification commissions are responsible for assessing employees according to the criteria of professional competence and integrity. First, the heads and their deputies of the central office and territorial departments will be certified, and later — all other employees. The entire process must be completed no later than 18 months after the appointment of the BEB director.
The personnel commissions will be engaged in the selection of new specialists who share the BEB values and will work according to the highest standards of professionalism.
