Detectives of the Territorial Department of the Security Intelligence Service in the Kyiv region announced suspicion of two directors of educational institutions who, abusing their official position, they caused losses to the local budget of more than 10 million hryvnias.
The investigation established that educational institutions concluded contracts for the supply of the simplest civil defense shelters. However, the contracting organization provided structures that did not meet state building regulations and technical requirements. Despite this, the managers of the institutions signed the acts of completed works and expense invoices.
In addition, even before the tender, representatives of the private company prepared tender documents with discriminatory or pre-agreed conditions and handed them over to customers for posting on the public procurement site “Prozorro”. This indicates the artificial creation of conditions for the victory of a particular bidder.
Conclusions of construction-technical and economic examinations confirmed that the shelters do not have the necessary protective characteristics, control tests before delivery and installation were not carried out, and the available conclusions were based only on theoretical data. As a result of the signing of acts of completed works, more than 10 million hryvnias were unjustifiably transferred from the budget.
Currently, the directors have been notified of the suspicion under Part 2 of Art. 364 of the Criminal Code of Ukraine (abuse of official position, which led to serious consequences for the local budget). The pre-trial investigation is ongoing. Operative support is carried out by employees of the Department of Strategic Investigations of the National Police, prosecutors of the Kyiv Regional Prosecutor’s Office provide procedural guidance.
