The trilateral meeting of Ukraine, Russia and the United States in the United Arab Emirates did not lead to significant changes in the political part of the agreements. Significant progress was achieved mainly in military issues. This was reported by media sources.
The Russian side insists that Ukraine withdraw its Armed Forces units from the unoccupied part of the Donetsk region, but Kyiv remains steadfast and refuses to comply with this demand.
Instead, greater progress was achieved in the military block of the negotiations. The parties discussed a number of practical measures to stabilize the situation on the front. These included: possible disengagement of forces in designated areas, development of mechanisms for monitoring and controlling compliance with the ceasefire, creation of a “center for monitoring and coordinating the regime of silence,” and agreement on criteria for what should be considered a ceasefire and its violation.
The negotiations established basic parameters for monitoring the regime of silence, but details of specific agreements remain limited. At the same time, within the military bloc, the agreements reached create the basis for a more transparent and controlled regime of cessation of hostilities.
