Draft law to increase maternity benefits registered in the Verkhovna Rada

Draft law No. 12184 was submitted to the Verkhovna Rada to increase the amount of childbirth benefits. Currently, families receive a one-off payment of UAH 41,280, which has not changed since 2014.

This was announced by MP Oleksiy Honcharenko, one of the co-authors of the draft law.

Although the text of the draft law and supporting documents have not yet been published, Honcharenko said that the document proposes to link the payments to the subsistence minimum for children of the relevant age. In particular, the one-time payment will be 25 subsistence minimums, and the rest of the benefit will be paid in equal instalments over three years.

The monthly payment is UAH 860! This is where I unpacked what you can buy for these kopecks. Practically nothing,’ the MP said.

Goncharenko also reminded that he had previously filed a petition to increase the payments, but it did not receive proper attention.

Nobody cares. But they want the demographic situation to improve somehow,’ he stressed.

The MP added that child benefit payments lag far behind real needs, especially given inflation and the growth of the minimum wage, which has increased almost 6.5 times.

It should be noted that since the beginning of 2024, the subsistence minimum in Ukraine has been

  • UAH 3,028 for able-bodied persons;
  • UAH 2,563 for children under the age of six;
  • UAH 3,196 for children aged six to eighteen;
  • UAH 2,361 – for persons who have lost their ability to work.

As a reminder, in March 2024, draft law No. 11072 was registered, which proposes a significant increase in the childbirth allowance from the current UAH 41,000 to UAH 384,000, but it is still under consideration by the committee.
