Ombudsman Lubinets started the proceedings because of the low salaries of teachers
In order to restore justice, the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, initiated the proceedings, in the framework of which he provided the Ministry of Education and Science and the Ministry of Finance with relevant recommendations on ensuring the appropriate level of salaries for teachers. According to the provisions of Article 61 of the Law of Ukraine “On Education”, the salary of a teacher of the lowest category should be at least three minimum salaries. According to the legislation, from January 2024, the minimum wage will be 8,000 hryvnias, therefore, the salary of a teacher should not be less than 24,000 hryvnias per month.
However, in practice, educators do not receive even such sums. In one of the appeals to the ombudsman, it was stated that a teacher of the highest category with 30 years of experience receives only 13,000 hryvnias per month, and this includes all allowances. This example became the impetus for the opening of proceedings, during which Lubinets provided relevant recommendations to the Ministry of Education and the Ministry of Finance to correct the situation.
The Ministry of Education responded by saying that raising salaries to the required level would require additional funding of at least 300 billion hryvnias.
“I hope that the Ministry of Finance will ensure the implementation of the provisions of the Law of Ukraine ‘On Education’, which relate to the decent remuneration of teachers. Proceedings on this issue continue and are under my constant control.”Lubinets concluded.
