Due to blackouts, Ukraine imported record amounts of fuel in November
In November, total imports of diesel fuel, gasoline and liquefied petroleum gas (LPG) into Ukraine reached 946 thousand tons. This was reported by Naftorynok.
Analysts note that the supply volumes in November 2025 almost repeated the record figures of August 2024, recorded on the eve of the increase in excise duties from September 1, as well as December 2022 – before the introduction of European sanctions on Russian fuel.
Diesel made the largest contribution to total imports: its import in November became the highest since the beginning of the full-scale war and amounted to about 700 thousand tons, or an average of 23.3 thousand tons per per day.
“NaftoRynko” explains that the increase in imports occurred against the background of an increase in the consumption of diesel, gasoline and autogas by generators, which are used to cover the electricity deficit after the Russian shelling of energy infrastructure. Additionally, the volumes were affected by the resumption of supplies from Romanian ports: in October they were limited, and in November work returned to the usual regime, which gave the market additional batches of fuel.
As is already known, in October, diesel supplies from Romania, Hungary and Lithuania, which in September provided almost 40% of imports, fell fourfold – to 71 thousand tons. At the same time, supplies from Poland and Greece increased by about a third to 445 thousand tons, which accounted for almost 80% of total October imports.
