E-Malyatko 2025: children of war and support for families in the new reality
Despite the war, Ukrainian families continue to give birth to children, giving the country new life even in the most difficult times. Every child is a symbol of faith in the future, but parents face many challenges, including bureaucracy, difficulty accessing public services and lack of resources. In response to these problems, the Ukrainian government created the eMalyatko program, which allows you to issue all the necessary documents for newborns through the Diya portal. This initiative was a real breakthrough in the digitalization of public services, greatly simplifying the life of young parents. How eMalyatko works
The eMalyatko program allows you to issue all basic documents for a child by submitting a single online application through the Diya portal. Instead of long queues at government institutions and dozens of paper documents, everything can be done in 15-20 minutes without leaving home. This is especially important for families who live in war-torn areas or do not have access to all the necessary facilities.
Previously, after the birth of a child, parents had to make about 11 visits to various institutions and collect more than 37 documents. Thanks to eMalyatk, this entire process is reduced to a few simple steps that can be completed online. This not only saves time, but also reduces stress for parents.
What can be arranged through eMalyatko
Submitting one application allows you to receive up to nine public services. Among them:
- child’s birth certificate;
- registration of place of residence;
- determination of the child’s citizenship;
- obtaining a tax number;
- assigning a unique entry number in the demographic register;
- registration of assistance at the birth of a child;
- additional assistance for large families;
- entering information into the Patient Register;
- payment of compensation for the “Baby Package”.
This means that the program covers all the key aspects related to the birth of a child, allowing parents to avoid unnecessary complications.
How to apply through Diya
To use the eMalyatko program, parents must:
- Log in to your personal account on the Diya portal using BankID, Diya.Signature or another electronic signature.
- Fill out the online form by entering the child’s details and selecting the services they want to order.
- Sign the application with an electronic signature. If the parents have different surnames or are not married, the second parent must also sign the application.
The completed application is automatically sent to the appropriate department of the DRATS, and after its processing, parents receive a notification by e-mail. You can pick up the finished certificate at the specified department of the State Administrative Bureau of Ukraine.
To whom the service is available isMalyatko
The following can apply for eMalyatko:
- parents who are married;
- parents who are not married;
- single mothers
However, applicants can only be citizens of Ukraine. If one of the parents is a foreigner who has a residence permit in Ukraine, the program cannot be used.
When the program is not available
There are cases when you cannot use the service:
- if the child already has a birth certificate;
- if the medical certificate of birth was issued according to the old model;
- if the child was born outside of Ukraine;
- if one of the parents is a citizen of another country.
