Funding for the professional development of Ukrainians in 2025 will amount to UAH 330 million

In 2025, Ukraine is taking another step in the direction of human capital development, allocating 330 million hryvnias for personnel retraining. This initiative is aimed at helping citizens learn new professions, adapt to the modern labor market and support the economy in the face of difficult challenges.

For data of the Ministry of Economy of Ukraine, it is expected that the number of Ukrainians who will take advantage of the opportunity to receive vouchers for retraining will increase significantly. The program has already shown its effectiveness: in 2023-2024, more than 41,000 citizens were retrained at state expense. In 2024, vouchers were used by more than 16,000 people over the age of 45, almost 5,000 internally displaced persons, 1,300 people with disabilities, and about 700 combatants.

The largest number of vouchers was issued in Dnipropetrovsk, Kharkiv and Lviv regions. Among the popular professions chosen by Ukrainians are: nursing, psychology, cooking, confectionery, as well as specialties in the fields of IT, education, construction and medicine.

The program provides significant advantages, in particular, the voucher covers up to 30,280 hryvnias of the cost of education. There are 155 professions to choose from, and each participant has the opportunity to independently choose an educational institution. Completion of the course is accompanied by the receipt of a state certificate confirming the new qualification.

This initiative is aimed at solving the personnel shortage that arose due to the mobilization of many specialists to the ranks of the Armed Forces of Ukraine. In response to this, the Ministry of Economy proposed retraining women and other citizens for those professions that have become scarce.

It is important that the voucher program is not the only one in this area. For example, the ReSkill UA educational project enables another 30,000 Ukrainians to improve their qualifications or learn new professions. This project is implemented by the Happy Monday platform together with the international Coursera with the support of USAID and the assistance of the Ministry of Economy.

Vouchers for training can be obtained by citizens who belong to certain categories of the population and need support to acquire a new profession or improve their qualifications. In particular, such an opportunity is provided to Ukrainians aged 45 and over who seek to change their professional activities or improve their skills.

Vouchers can also be used by combatants who have returned to civilian life and need new prospects for employment. Veterans who seek to integrate into society after service join this category.

People with disabilities also have the right to receive vouchers, which gives them the opportunity to expand their professional horizons. Internally displaced persons, who were forced to leave their homes due to war, get a chance to find themselves in a new field of activity, adapting to living conditions in another region.

Separate vouchers are available for ex-prisoners and war victims. This initiative is designed to help these people rebuild their lives by providing them with new professional opportunities and supporting their integration into society.
