Government updates criteria for reservation of employees of critical enterprises

The Ukrainian government revised and improved the criteria for enterprises and organizations that have the status of critical and can reserve employees, exempting them from mobilization. About this reported Prime Minister of Ukraine Denys Shmyhal.

By November 15, a large-scale audit of enterprises using the right of reservation was conducted. The audit identified a number of issues that need to be addressed to ensure transparency and fairness in the process.

An important innovation was that now the criteria of enterprise criticality, both at the regional and sectoral levels, will be coordinated with the Ministry of Defense and the Ministry of Economy. This decision is aimed at more precisely assessing the importance of individual enterprises for the country’s economy and defense capability and giving the status of critical only to those that really perform important functions.

In addition, new mandatory criteria have been introduced for private sector enterprises, including the salary level and the absence of debts to the state budget. Now the average salary at the enterprise and for each employee who plans to be reserved must be at least 2.5 times the minimum salary. This is to prevent companies from hiring employees solely to be able to book them, often through informal arrangements that undermine the true purpose of this program.

The government expects that the new requirements will minimize the risk of abuse and increase the efficiency of the reservation system, ensuring access to it only for those enterprises that play a significant role in ensuring economic and social stability. Such changes should help strengthen the transparency of the process, support the economy, and at the same time contribute to the fulfillment of national interests in the conditions of war.
