The “Staff of United Communities” included representatives of key state structures, such as the Ministry of Community and Territorial Development, the Ministry of Energy, the Ministry of Internal Affairs, the Ministry of Health, the Ministry of the Interior, the State Emergency Service, the Energy Efficiency Fund, Ukrenergo, Naftogaz, as well as regional military administrations and local self-government bodies.
