Hetmantsev announced an increase in the balance of unreimbursed VAT

Financial authorities have not been able to solve the problem of the growing balance of unreimbursed VAT. About this reported Chairman of the Parliamentary Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev.
“The growth continued. The balance of unreimbursed amounts as of May 1 increased to UAH 30,360.7 million and increased by UAH 3,902.7 million compared to the previous month of 2025,” Hetmantsev noted.
The increase in the balance is explained by the fact that the Treasury did not transfer UAH 4,448.3 million to VAT payers, as well as due to non-compliance with court decisions — the amount of contested assessments increased to UAH 7,679.4 million. Hetmantsev also pointed to an increase in the share of VAT refund applications submitted for documentary verification — it reached 38.4%, which is 22.26 percentage points more than in April 2024 (16.14%).
At the same time, in the period January-April 2025, 55,465.7 million UAH of VAT was returned to taxpayers. Of this amount, UAH 11,825.2 million went to companies under the export support regime, and another UAH 4,259.8 million went to members of the White Business Club.
Hetmantsev emphasized that he drew attention to this situation last month, when appeals regarding delays in compensation began to arrive.
“For the second month in a row, at the end of the month, significant amounts were not transferred to payers (the payments were in the Treasury). I draw the attention of the Ministry of Finance and the Treasury to the issue of compliance with the timeliness of VAT refunds.”, he concluded.
According to the State Tax Service, the volume of VAT refunds in Ukraine since the beginning of 2025 has increased by a third compared to the same period in 2024. As noted by DPS head Ruslan Kravchenko, UAH 42.4 billion was returned in the first quarter.
“I’ve often heard that businesses have to solve problems related to tax issues on their own. The tax invoice has been blocked – figure out what to do yourself. You’re on the risk list – you can be there for years, no one will tell you the algorithm for further actions.”, Kravchenko explained.
