How many prisoners can be mobilized for the army

Ukraine is faced with the problem of overcrowded penal institutions, in particular, remand prisons, where there are practically no vacancies, even in large cities.
About this stated Minister of Justice Denys Malyuska in an interview with the BBC.
The minister noted that 10,000 to 20,000 convicts could be mobilized from the penitentiary system, as Ukrainian institutions have long been overcrowded. He emphasized that the number of people who can be mobilized will depend on specific scenarios.
As before, Malyuska stated that there are no vacant places in correctional institutions, in particular, detention centers, practically anywhere, even in big cities.
“So this is a big problem. Last but not least, I am advocating for the mobilization of prisoners and convicts so as not to violate the regulations on the number of people per a certain area“, – said Malyuska.
The minister also expressed his opinion about the peculiarities of some convicts, noting that certain categories of criminals can be left in penal institutions. However, he noted that persons who committed serious crimes at a young age can change under the influence of years and conditions of imprisonment.
“You also took extremes – maniacs or serial killers. Such can be left in places of punishment. But (convicted) for killing two or more, for example – if we take this category: why does a person go to war, if not to kill? Moreover, if we are talking about murderers, especially those sentenced for life – these are, as a rule, people who committed a crime at a very young age, 18-19 years old. The brain is not yet formed, the psyche is unstable. And after dozens of years in prison – now the psychological portrait of a person has nothing to do with a person who killed at the age of 18-19. Any psychologist will confirm this“, said Malyuska.
