In 2025, UAH 514 billion was received into the general fund of local budgets of Ukraine

During 2025, 514 billion hryvnias were received by the general fund of local budgets of Ukraine, which is 63 billion hryvnias more than in the previous year. Thus, the annual growth in revenues was 14%. This was reported by the Ministry of Finance of Ukraine.

Tax revenues played a key role in the formation of revenues of the general fund of local budgets, excluding intergovernmental transfers. The largest volume was provided by the personal income tax, which amounted to 300.3 billion hryvnias.

Receipts from the single tax in the amount of 76.4 billion hryvnias, land payment – 45.3 billion hryvnias, excise tax – 37.1 billion hryvnias, private sector enterprise profit tax – 20.4 billion hryvnias, as well as real estate tax, which brought 12.7 billion hryvnias.

The most dynamic growth in general fund revenues compared to 2024 was recorded in the Kyiv region, where the indicator increased by 22.8%, in the Volyn region – by 22.2%, and in the Zakarpattia region – by 21.0%. Such results are explained, in particular, by the movement of internally displaced persons and businesses from territories where hostilities took place or continue, as well as from temporarily occupied regions.

At the same time, the lowest volumes of revenues were recorded in regions that are in the zone of active hostilities or were or remain temporarily occupied by the Russian Federation. These are Donetsk, Luhansk, Kherson and Zaporizhia regions.

In addition, in 2025, the Ministry of Finance of Ukraine directed 195.4 billion hryvnias of inter-budgetary transfers from the State Budget to the general fund of local budgets.
