In Kirovohrad Oblast, 18 people are suspected of abuse, including heads of communities, deputies, contractors

The Kirovohrad Regional Prosecutor’s Office together with the law enforcement agencies of the region notified about the suspicion of 18 persons, including heads of communities, deputies, contractors and suppliers.
The actions of the suspects are classified under a number of articles of the Criminal Code of Ukraine, in particular, parts 4 and 5 of Art. 191, Part 1 of Art. 366, Part 1, Article 4. 358, Part 4 of Art. 240, Part 2 of Art. 364, Part 2 of Art. 367, Part 3, Article 5. 190 and Part 1 of Art. 366-2.
The executive director of PJSC “Hayvoronsky Specialized Quarry” together with the company’s chief engineer and surveyor carried out illegal mining of 42 thousand tons of minerals of national importance – migmatite, conducting blasting operations after the expiration of the subsoil use permit. Damage to the environment is estimated at 43 million hryvnias.
An official of the “Onykiiv forestry” branch of the SE “Forests of Ukraine” allowed the illegal felling of 225 trees on the territory of the nature reserve fund, causing damage to the environment in the amount of 5 million hryvnias.
The director of the LLC appropriated budget funds during road surface repair works in the village of Ustinivka of the Kropyvnytskyi district, and an individual entrepreneur allowed the cost of works to be overestimated due to improper technical supervision. Damages amount to 1.6 million hryvnias.
The former head of the department of architecture, urban planning and housing and communal services of the Znamyansk RDA, abusing his official position, issued construction passports for objects belonging to households, due to which an individual fraudulently received compensation from the sale of electricity at the “green tariff” in the amount of 17.4 million hryvnias.
Ketrysaniv village head illegally paid salaries to council employees, causing losses to the state of 3.5 million hryvnias. An individual entrepreneur embezzled budget funds during the delivery of coal to an educational institution in the Oleksandrii district, causing losses in the amount of 1.7 million hryvnias.
The director of a small company in the form of an LLC together with the chief accountant, directors of two private companies and an individual entrepreneur supplied sand to the SE “ShidGZK” at an inflated cost, causing losses to the state of 1 million hryvnias. The director of the LLC appropriated 77 tons of sunflower seeds that were in the company’s custody and belonged to an educational institution in the Kropyvnytskyi district, causing damage of 774,000 hryvnias.
The acting director of the municipal non-profit enterprise “Popasnyansk City Multidisciplinary Hospital” of the Popasnyansk City Council, relocated from Luhansk Region, squandered budget funds when purchasing medical equipment at an inflated price, causing losses to the state of 438,000 hryvnias.
The director of the society appropriated budget funds during the major renovation of the building of City Hospital No. 1 in Oleksandria, causing losses of 180,000 hryvnias.
The deputy of the Nadlac village council of the Novoukrainian district entered notoriously inaccurate information about his property in the amount of 4.4 million hryvnias into the declaration of a person authorized to perform the functions of the state or local self-government.
The total amount of established losses to the state and the value of undeclared property in these proceedings is almost 80 million hryvnias.
Currently, investigative actions are ongoing in criminal proceedings, aimed at clarifying all the circumstances of the committed crimes and completing the pre-trial investigation. A petition has been prepared for the selection of precautionary measures, the seizure of the suspects’ property and their removal from office.
The pre-trial investigation is carried out under the procedural guidance of the prosecutors of the Kirovohrad Regional Prosecutor’s Office and the Specialized Environmental Prosecutor’s Office in cooperation with the GUNP, USBU, DBR and USR in the Kirovohrad region.
