In the Dnipropetrovsk region, a city council official and a technical supervision engineer were informed of the suspicion of misappropriation of funds allocated for the reconstruction of shelters

Prosecutors informed about the suspicion of an official of the Samariv City Council and a technical supervision engineer of one of the companies in misappropriation of budget funds allocated for the reconstruction of shelters in educational institutions. Their actions are qualified under part 4, 5 of Art. 191 and Part 1 of Art. 366 of the Criminal Code of Ukraine.

According to the investigation, in September 2023, the deputy head of one of the departments of the Samariv City Council concluded a contract with a controlled company to carry out works on the reconstruction of four shelters in educational institutions of the city of Samar.

Subsequently, the technical supervision engineer entered notoriously inaccurate information into the acts of the completed works, overestimating the cost of the construction materials used and the scope of the completed works. The official, knowing for a fact that the information in the acts was fictitious, signed them, thereby causing losses to the state in the amount of almost 7 million hryvnias. In this way, the participants of the scheme got hold of budget funds.

Within the criminal proceedings, other possible episodes of criminal activity and the involvement of other persons in them are checked. Law enforcement officers conducted a number of searches in the region, during which they seized computer equipment, financial and economic documentation, bank cards, stamps and cash in various currencies. Precautionary measures have been selected for the suspect.

Under the procedural guidance of the Central District Prosecutor’s Office of the city of Dnipro, the pre-trial investigation is carried out by the Main Department of the National Police of the region under the operational support of the Ukrainian National Police in the region of the National Police of Ukraine.
