In Ukraine, for the first time, funds from auctions for commercial fishing were sent to the state budget for stocking water bodies

For the first time in the history of Ukraine, the funds received from auctions for the right to commercial fishing are directed to the state budget to finance water stocking activities. About this reported State Agency for the Development of Land Reclamation, Fisheries and Food Programs.

These funds will be received within the framework of the new budget program “Measures for the introduction of aquatic bioresources into fishery water bodies (parts thereof)”. According to the results of the first auctions in 2025, 3.38 million hryvnias have already been received for the implementation of this program.

In 2024, according to the State Fisheries Agency, 10.8 million valuable species of fish were released into the fishing waters of Ukraine, including European grayling, Danube salmon, brook trout, carp, walleye, and white carp. These measures were partially financed by funds received from local budgets. In particular, 50.9 million hryvnias were raised from the results of 308 successful auctions in the “Prozorro.Prodazhi” system in 2024, part of which went to stocking (485 thousand specimens).

The law on the state budget for 2025 provides that the proceeds from the increase in prices at auctions compared to the starting value of the lots will now be directly directed to the stocking of reservoirs. This will make it possible to use the received funds more efficiently to support the biological diversity of water bodies in Ukraine.

The first auctions of 2025, scheduled for January 3, were canceled due to a large-scale cyber attack. As a result, the register of legal entities and individual entrepreneurs stopped working, and obtaining an extract from it was a mandatory condition for participation in the auction. Currently, the system has resumed its work and auctions are being held again. In particular, on February 3, 10 repeat auctions are scheduled for the right to commercial fishing in the southern regions of Ukraine.

The new reservoir stocking program, financed through auctions, will be an important step in maintaining the ecosystem of fisheries reservoirs, and will also increase the efficiency of resource use. This initiative will also contribute to the preservation of biodiversity and the development of sustainable fisheries in Ukraine.
