In Ukraine, the development of the operational plan of measures of the National Employment Strategy has started
The Ministry of Economy, Environment and Agriculture held a strategic session to discuss the first draft of the National Employment and Development Strategy operational plan. The purpose of the event was to move from the general provisions of the Strategy to the specification of practical steps for its implementation.
The employment strategy provides for the creation of conditions for reducing unemployment, stimulating the creation of quality jobs and supporting the sustainable economic development of Ukraine. About 120 representatives of the government, business, public, experts and international partners took part in the session.
The participants worked in three working groups focused on increasing the economic activity of the population, overcoming the imbalance between demand and supply in the labor market, as well as strengthening the institutional capacity of state bodies and digitalization.
During the discussions, practical proposals regarding the implementation of the Strategy’s goals were formed, including regulation of platform employment, programs to attract youth, veterans, people with disabilities and older workers to the labor market, adaptation of education to the needs of business through dual education, retraining and compensatory mechanisms for employers, as well as modernization of employment services and strengthening of cooperation between authorities, businesses and communities.
“We are building the Employment Strategy on the basis of open interaction with the expert community, business, trade unions, the public and international partners. We move from a general vision to practice — we form an operational plan with specific measures, time frames and responsible institutions. Our main task is to ensure that every decision of this strategy has its own implementation, and people will see changes in the labor market in the near future,” said Daria Marchak, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
Participants also emphasized the importance of integrating European standards into employment policy. The lessons learned during the strategic session will be processed and included in the draft Employment Strategy and the draft operational plan.
